Apparently after recently going Christian, Justin Bieber was caught hanging out downtown Grand Rapids for City Fest.
He was first spotted heading to a downtown Madcap location, and many videos have been surfacing of him at City Fest interacting with fans. Justin did not perform at the festival, and his tentative appearance was not publicized prior to the event.
His previous appearance in Grand Rapids was for SNX's Party in the Park a few years prior.
